In testimony to the Senate Commerce Committee, CDT will argue that the controversial tech mandates of the 1994 Communications Assistance for Law Enforcement Act (CALEA) do not apply to the Internet or Internet applications like Voice over Internet Protocol (VoIP). The FBI has urged the Federal Communications Commission to extend CALEA to broadband Internet access and broadband telephony. Bills introduced in the House and Senate take divergent attitudes on the issue, with the House bill explicitly proposing to extend CALEA to the Internet.
